Admin commands need auth level 1 (moderator) or 2 (owner). Type them in the F1 console, over RCON or in the server console, without a slash. Test anything destructive on a spare server first.

Server settings that live in the config file change per host. Check the exact name with the find command, for example find decay.

PLAYER MANAGEMENT DOES

ownerid ID "name" "note" Make someone owner

moderatorid ID "name" "note" Make someone moderator

removeowner ID / removemoderator ID Remove the role
