Fragments unlock the upgrade steps in the workbench research tree. You gather them, then craft the higher fragment from five of the lower ones plus parts.

FRAGMENT NEEDED FOR CRAFT COST WHERE IT DROPS

Basic Workbench level 2 5 basic fragments, 500 metal fragments, 20 HQM Supply drop 2 guaranteed, military crate 10%, metal detector 14%

Advanced Workbench level 3 5 advanced fragments, 1000 metal fragments, 100 HQM Locked crate 2 guaranteed, elite crate 10%

Keycard puzzle rooms also hold fragments, but without a published count. Chances are per container, so the crates with guaranteed drops are the reliable way to farm.
